Integrated supported the USAID CITIES (Cities Implementing Transparent, Innovative, and Effective Solutions) program in Jordan by evaluating its impact on municipal institutional capacity and public service delivery. Our work included analyzing decentralization’s political economy, assessing reform potential, and evaluating performance in 15 municipalities using the Municipal Institutional Capacity Assessment (MICA) tool, as well as assessing the program’s logic model and developed a revised Activity Monitoring, Evaluation, and Learning Plan (AMELP) to support program learning.
