Assessing and Building MEL Capacity to Strengthen Social Protection in Jordan

Commissioned by the EU and UNICEF, Integrated conducted an institutional capacity needs assessment of the Ministry of Social Development (MoSD), focusing on its MEL systems, data flows, and organizational capacity to identify opportunities and gaps. In consultation with the MoSD, Integrated developed a tailored, costed three-year capacity-building plan for donor circulation. The action plan provided a clear set of activities over three years to help the MoSD operationalize outcome-oriented approaches, track graduation pathways from social welfare assistance, and strengthen its capacity to manage and monitor the performance of the National Social Protection Strategy. As an initial step in the phased action plan, Integrated facilitated the co-creation of a MEL framework. This framework aligned with the National Social Protection Strategy and supported the Ministry’s transition to outcome-focused operations, enabling better graduation tracking and resilience-building for beneficiaries.
