About

Abir El Gazzawi is a seasoned technical expert in a broad range of areas, with over 20 years of progressively responsible managerial and technical experience and particular expertise in Monitoring, Evaluation, and Learning and Collaboration, Learning, and Adapting (MEL/CLA). She has over 14 years of strategic planning and program management experience, developing and executing plans and frameworks to achieve project goals while ensuring alignment with funder requirements.  

Abir has led large multidisciplinary teams across 13 countries, overseeing multi-donor funded humanitarian, stabilization, and development activities with a cumulative budget of $120 million, focusing on areas including women’s economic empowerment, livelihoods, governance, access to finance, essential services, economic growth, and institutional capacity building. 

Her expertise includes providing mission and activity-level MEL support, designing Performance Management Plans (PMP), Activity MEL Plans (AMELPs), and results frameworks. She is also skilled in implementing USAID and State Department-funded capacity-building interventions using the Human to Institutional Capacity Development (HICD) model and designing interactive dashboards for tracking institutional change and policy compliance.  

She is a recipient of the Fulbright Scholarship.
